Improving HAZOPs & SILs by Integrating IEC-61511 with Process Safety Management (PSM) System

HAZOP & SIL assessments are based on various assumptions to build scenarios; assumptions on human error rates, safe guards availability, reliability (e.g. fast enough), and survivability (e.g. fire safe), assumptions on operations safety practices e.g. Lock Open valves, override and by-pass protocols, and many others. Similarly in SIL verifications assumptions are made around maintenance practices, competencies, as well as failure rates are based on certain data mostly not exact representation of site. The quality of HAZOP & SIL, thus, largely depends, amongst other factors, on the accuracy-to-ground of the various assumptions. This can only be possible if HAZOPs & SILs are chain linked with Operations, Maintenance & Integrity Management practices through PSM (Process Safety Management) practices.

This presentation will give a brief on how to make HAZOPs and SILs effective by integrating IEC-61511 Safety Life Cycle with PSM.

Objective is to make HAZOP & SILs based on ground realities of Operations, Maintenance and IM practices which, in turn, will result in improving O, M & IM practices to meet risk acceptance criteria of the organization. This presentation will discuss how IEC-61511 Safety Lifecycle shall be synchronized with PSM system of the organization.
